U.S. Says ISIS Responsible for Moscow Attack

A branch of the Islamic State claimed responsibility on Friday for the attack in Moscow that killed at least 40 people and injured about 100 others, and U.S. officials confirmed the claim shortly afterward.

What possible incentive would Ukraine have to play nice? Thanks to House Republicans, American military aid has slowed to a trickle. Ukraine has to play to the strengths it has left. Provoking retaliation? What does that even mean? Russia’s already pounding Ukrainian civilian targets. Will they put Kyiv on double secret probation?
