To be more precise, it will take exactly 5 days before the delegated Hive Power returns to its owner. During those 5 days, neither the delegator nor the delegatee benefits from the Hive Power being returned.
Also if you want to withdraw some, notall of your delegation to another user, the entire previous delegated amount will be stuck for 5 days, while the new lower amount of Hive Power will be available to the delegatee.
For example, you delegated 150 Hive Power and want to withdraw only 50 Hive Power from your delegatee. The 150 Hive Power will be in a 5-day cooldown before it returns to you, while the 100 Hive Power to remain on your delegatee is immediately taken from your Hive Power.

Good question. The way you did it before was to delegate 0 to that same account. It took a week to take affect. Maybe this is still the way? Idk.
