how to cut and pest of a picture

First I am going to file then open a page and after that going to open and take any picture then take another picture by help of open, cut any shape of picture by help rectangular marquee tool or Elliptical marquee tools then click select that was upper side of monitor and then click Feather for smoothness of the picture and then click Move tools that was left side of the monitor and pest First page which page I select after that again click move tools and select apply.
