I like the suggestion from @smooth but would be cautious about the planning. There are a lot of accounts with steem who never contributed anything - investment or engagement. I would suggest that low volumes of steem be excluded from an airdrop like this, so that people don't continue to benefit from their farmed accounts that more than likely won't have any intentions to add value; or include some kind of proof of intent to use the stake.

I appreciate the sentiment, but this is not really possible to exclude. A majority of liquid Steem is on the exchanges. There's millions of Steem traded every day, and there's basically no way to track who owns what on the exchanges. So it'll have to be an objective airdrop to everyone, and the exchanges will have to participate.
