I don't know the name of it so will try to describe it. Is it the bracket on the back of a pc screen (like what you get in offices). Where you can swivel the screen on if you loosen it?

STOPIt looks like a part of an electrical cord that would be used on electronic device, I've seen them but can't think of a specific device, and I believe it protects them from surges and such.
