If you go to your own blog and change 'steemit' to 'steemd' you can see the skeleton behind the user interface you see here. At the top you will see two bars, one is your 'bandwidth' which I seriously am not sure what it is, but I've only run out once. The other is your voting power, as you vote it decreases, regenerating at about 10-20% a day (honestly probably not the best adviser on all this) When you reach a certain amount of steem power, and your vote is worth more then an incremental value, you can choose to up vote with a percentage of your vote. So if your vote is worth 10$ you can upvote 2 articles at 50% to the same effect of 250 newb 2¢ 100% votes. I'm not exactly certain when the slider choice is unlocked, but you can see what percentage of an upvote you have gotten from a whale on steemd. Hope this helps.

You too. It is awfully confusing, but Steemit is still in beta, so hopefully more user friendly functions will come in time. The voting percentage scale on steemd is new as of the start of July. It is a continually evolving platform. Just do your best.

Any idea what difference it makes if you choose the default 50/50 versus the Powerup 100% when you make a post?
