Earlier I wrote about setting up a web miner (for monero) and thought it might be possible for steemit and busy to do the same thing. By mining a different currency, but giving an easy way to exchange it for STEEM might also help with this issue of account creation. Just spending time (hopefully reading the content) on the site would create earnings in another currency which could be traded for steem.
