Below are a few propositions that I think might help Steem improve quality content. The idea is to break habits to encourage always new and better content.

- in the curation algorithm integrate the 'discovery' of a new talent.
I.e if we vote for someone we did never or rarely vote (and/or for whom no one has voted lately), and the post is doing well, increase the curation reward accordingly.
- conversely, decrease gradually reward when someone votes several times in a row for the same person. For example allow like 3 votes per day and 7 votes maximum per week for the same person and then begin to diminish its curation (and regenerate regularly). This would force people to explore and find new quality content instead of always voting for the same people. This would also force people who gets high rewards to always innovate a little to try to attract new voters.
Also, to increase reward of 'objectively' good articles or 'underated' posts :
- reward users when they reach a certain amount of unique visitors external to Steem. I.e according to Google or some other external tool. If someone has a high quality article that attracts a lot of external viewers (meaning really increase the potential for newcomers to subscribe), then currently this person does not get any rewards and thus will stop writing articles.
