I do think something has to change. Until recently, new accounts received 28 SP, not 15, from the system. Though as my research today has shown me, the @steemit account, which is the one powering up all the new accounts, apparently ran out of SP to give, for new accounts to be created... and undelegation takes 7 days.
But something needs to be done. Users who did not act at all in 6-8 hours find themselves still unable to act when they first log on for the day. This is also an issue for the blockchain to decide, is it primarily a social network, or just another cryptocurrency? I'm actually not sure if the bandwidth that is being used for steemit-interactions shares the same space with trading on exchanges, but I don't see why it wouldn't.
And, if they do share space, then someone has to decide which has priority.
The clamping is brutal on new accounts. And if they can't interact for most of the day, why would they stick around to get more SP so they could? Even putting aside how hard it is to get there, as Alain pointed out above.
