I don't think this is even debated. Whales definitely define the tone of the content. I've seen contradictory reports on how the power distribution is shifting, whether whales are growing or shrinking. Will try to dig deeper when I have some free time.
I think everyone is following at least one whale... so it's either what whales are posting or if something happens to catch a whale's eye then as soon as they upvote, all the followers jump in as well.

Plankton ,minnow , dolphin even whale follow whales.
Whales only get in touch with whales and dolphin some time love others.
Both... a whale that pumps the first post from 0 to 500-1000$ then invites more whale attention. So the first whale sets the trend and the next whale follows.
