Just want to clarify, are non-Filipinos allowed to post entries in the Steemph hubs? I've seen several foreigners spamming their posts in SteemphNegros hub in Discord.
In the same vein, are non-Negrosanons allowed to post in the SteemPHNegros hub? There are some from different cities/hubs posting in the Negros hub.

No they are not allowed and repeat offenders will be banned from the server.
Ideally, everyone should be posting in their hub channels only. Unfortunately, as you have noticed, that is not always the case and people don't think twice to throwing their links around.
It's unfortunate and we will be remedying this situation when we vote for new server moderators.
This also emphasises why we need everyone to register. It'd be easier to set roles and lock channels when we know who belongs where.
I can be a moderator for the Negros hub. I'm online for most of the day and @jezmacher can use an extra pair of hands.
