Can´t remember much but it was definitely already crowded. If you can go again anytime I recommend Koh Mak near Koh Chang in the Trat area. This is paradise
Actually talking to @world-travel-pro it's the best time to be traveling to Thailand at the moment no crowds and much more peaceful and clean on the beaches.
You have certainly gotten around it would have been a little less developed in 2009 probably less crowded till when i was there not so long ago.
