The design looks great, but what about people who do not want to take care of a garden outside of their window? I think there will have to be people who can check the gardens and if necessary fine people for not taking care of their plot.

Well, i think this is not for people not interested in don't taking care of a garden otherwise it's make no sense to go in this city.
Good point, it looks nice on a picture, but thinking about practical usage it will be very hard to take care of all these green plants...
