Actually it is the opposite. For example, If you 'vote', you are giving legitimacy to the corruption. If you do not, it is like a vote of no confidence. The problem is that there are still those that participate. So, 'participation' sends a message. "We believe in you and your system".

Once the system is 'corrupt', supporting the corruption is not supporting the 'system' and NO system will ever work if its 'leaders' don't follow the system rules, yet its participants still participate. The problem now is that the non-voters still CONSENT to being governed. This is the issue in my opinion. If you do not want to participate, you must not participate. Then a natural evolution of change can start. If the non-participants still go with the program after the fact, they ARE participating, as you said, silent 'approval/consent'.
So "YOUR INNACTION IS PERCEIVED AS TACIT APPROVAL" is only true, if you SILENTLY CONSENT. So you don't need to RIOT and cause HARM to INNOCENTs. You need to withdraw your consent, and you need get all others like you to do the same. The air of legitimacy will then begin to crumble.
