This was my assumption. There was a dog in town when I was a kid that killed everyone else's pets. Nobody ever shot because it was illegal to shoot a gun in town. 😕
We live in a rural area, but a lot of people move out of the city to the country and think they can just let their dogs run wild. If the dogs end up on someone else's property, they're likely to get shot. It's the way things are done around here. I don't necessarily agree with it, but that's the mindset of 90 percent of the people living here.
