Elegance comes from within, Mou. Lots of people don’t get it. There are incentives to keep a place beautiful and clean, as opposed to argue who in the govt should do it.
Of course it is.
However, if people who live around don't cooperate, it’s impossible for authorities no matter how much money or law they put upon!
At least crappy experience from my country taught me that. Even incentives, law nothing works if people doesn’t have it in them.
Well too bad for them :) only they will have to lose ;)
