Maybe lowering the payout threshold from $0.02 could be a good start. Most of the users have a voting value of less than that, and the platform could incentivize people to comment more with a lower payout threshold, because more people could vote for their comments, and thus users could earn money with it. But other than this the only idea I currently have is to keep powering down, leaving the platform, and find a better platform. This is what most of my followers (more than 1000 users) have done in the previous months/years. At least the leaving the platform part. I am trying on the Steem blockchain since 2017.05.17. Almost for three years. And I am still trying, but I am also getting tired of it, like thousands of people before me. Most of the people are not grown up to this technology. Most of the people are ruining these blockchains with their selfish and greedy behavior. This is why the user retention is so bad both on the Steem blockchain and on the Hive blockchain.

I take the point about the payout threshold, but at the time the platform was suffering from spam and farming.

At present you need about 2000 HP to beat the threshold with a full vote. If you moved your STEEM over to HIVE and plugged away for a bit longer, you'd have 2000 HP.

Those with more have mostly bought some along the way - 2000 SP was achievable for a little over $200 at one point.

The system is set up so that the majority of content will lack votes and engagement, and at these 'low' prices that is even more apparent.

So far, I've not seen an alternative to match.
