So, what's the reason behind those stickers covered in traffic signs?

I don't know 😂 but when I saw so many of them, covered with stickers I remembered the ones I saw and photographed at my place. Though these are like one sticker on a lamppost or a wall or different object we have on the streets, not strictly connected to the traffic signalization.

I'm wondering why businesses here don't put stickers as their ads. It's more attractive than a banner. Lol.
