I kinda of trying to the most value from the ones how delegate exactly 1000 HP to get the upvotes. My thinking is if they want upvotes, we'll offer higher votes for more HP. In a few months time, we'll have a bunch of people that delegate exactly 2500 HP.

Going lower tiers not really an option.
