Background
Steem is a great platform but still is experiencing user-base problem as well as reward leaks with anonymity. An ideal solution is fixing all in decentralized ways but it has been failing since the beginning of Steem, such as whale's reward domination, collusive reward voting, vote bidding, etc. Given these problems, many 'real' users were disappointed and left Steem, and therefore the problems are exacerbated.
Proof-of-Brain is the core value of Steem. So it is very important to attract real human with brain (until AI has human level intelligence, like in SF movies). A strong and simple way is giving all human users a little reward, the so-called basic income without any conditions but liveness. Basic income has been experimented in few countries (e.g. South Africa, Swizerland) and presents meaningful positive impacts.
However, verifying human in decentralized way is hard to achieve at this moment. While decentralized solution is undergoing renovation, centralized solutions can help Steem to grow.
Goal of the Project
This project aims to promote influx of new users by providing instant and free sign-up and distributing basic income.
Our short-term (6 months) goal is to increase 15,000 active human users. In the longer-term, we plan to attract a million users and transform the model to more decentralized ways.
Details of Plan
Users can earn basic income in a simple way - verifying human identity. At the phase 1, this project is only based on Korea because the country has strong and reliable mobile ID verification. Existing users are also able to add their identity to the service. Once verified, there are benefits below:
- New users can signup instantly
- Each verified user is upvoted weekly with the same weight if they post
- There will be new filtration and reputation system based on human identity
Is there any disadvantage if not verified? No. We think anonymity and freedom of speech is still important. This verification and basic income system is just another layer of Steem. Also, we don't use personal information for any other purposes but verifying the uniquenss of identity.
Finance
For signups, I will donate 21,000 STEEM (7,000 users). @steemhunt also helps with 6,000 AC(account creation) budget and @tasteem does with 3,900 AC.
For upvote, I will delegate 250,000~400,000 SP and now contacting Korean big stakeholders to participate.
Curation rewards are reinvested for signup and some events as well as operation costs that we try to minimize.
Future Plan

Great concept.
I’m not sure what the purpose would be, since you also believe this:
Aren’t the results the same? This would involve whale influence and voting for a specific group of users for no other reason than the fact that they posted something.
The shared reward pool would still experience “reward leaks.” It just wouldn’t necessarily be to completely anonymous users, which is practically irrelevant regarding the actual effect.
I understand your intent here but I don’t see how your plan/project actually improves this “core value.” Am I missing something? I only see proof-of-identity. The brain part is quite subjective...and not even necessary once identity is verified.
Once a user is verified, they can simply create a bot to post daily and receive their votes. Then we’re right back in the same position as far as quality, bots, and reward “leaking” is concerned.

Basic income farming using bots will be restricted (i.e., no more basic income) based on other human user's monitoring. The core value of this project is brining more real people into Steem who can create value units.

It is. However, Identifying "human brain" from "algorithm" is objective, until AI's contents creation and conversation skills are developed to human-level.

Thanks not ignoring my short answer :) My long answer is,
Basic income should be given based on the community. Basic income in Korea needs to be linked to Korean GDP, Venezuela basic income to Venezuela GDP. Then, Steem's basic income should be linked to Steem's value for all people who are participating in Steem.
So you think that a loaf of bread has the same price in all countries? People can't buy bread on steem platform. They can only sell steem.
I rather say that each additional person can add value to Steem, even though some of them sell Steem. In the broader term, some can sell Steem while some others who believe in Steem buy Steem.
What we need now is growing Steem itself significantly and this goal requires literally "more people".
I think the basic income provides rewards no more than minimal efforts people put into Steem.
How about using thumbprint data? Just the data, no need to know the name or anything. Guess that can do, thumbprint is unique for each person, no need to know any other information if the sole purpose was just to have one unique id.

This is a best and ideal solution! Unfortunately, this is hard to convey at this moment, but I am pursuing towards biometric verification :)
For the mean time go for something already there and develop more afterwards. Just my 20cents. 😉

This is so cool, thanks a lot! But just in case, you don't have to spend actual STEEM. Of course, I think you already plan to use AC RC prior to that, then I believe that's already enough. Realistically there are not many real people :( Save actual STEEM for other much more important uses, e.g., upvoting my posts :)

I believe one of the future scenarios for Basic Income is that we can't necessarily count on a "livable income" deriving from a single source, but if the target users had access to multiple small income streams from a variety of sources, it may add up to what is needed to create some security for people.

Might be a basic income to start with will make it easier to be/start here, but how do you guarantee those people stay?
Btw the tests with a basic income in several countries turned out negative.

I'm certainly curious about this. One of my first posts on Steemit was about how Steem might power a basic income. I also highlighted some of Dan's posts here: Outside the Tribal Meme Space: UBI for Non-Socialists, and I find his latest thoughts on this quite fascinating: Universal Resource Inheritance.
KYC type stuff is certainly a challenge. I've put some thoughts into that here Privacy, Identity, and Human Flourishing and again, Dan has some interesting ideas as well: Does Freedom Require Radical Transparency or Radical Privacy?
I don't know what the answer is, but I do think at some point in the future we'll need it.
